Permanent tooth won't come in

Hey! I'm 17 and got my baby premolar extracted 2 years ago, I did an xray to see if the adult tooth was there and it was. However, 2 years later, it has only erupted a tiny bit. The x-ray showed that my adult tooth was diagonal. I'm wondering if this should be of any concern to me. I also wouldn't want the tooth to come in and then the rest of my top row has little space. What's your take on this and what action should I take?
