Gingival curettage vs scaling and root planing

Is gingival curettage necessary? Are scaling and root planing not enough?
Please give answer with detailed reasons

Gingival curettage is an outdated surgical procedure that provides no additional benefit to SRP. In the US, dental insurance requires documentation for appropriate probing depths and bone loss to pay for SRP per quadrant procedures. We don't have any billing codes for "gingival curettage."
