Dentist unable to numb me?

I have a particular dentist who I go to at times because she is conservative and always tries to keep the tooth before resorting to crowns or root canal. So far she has been very effective in replacing fillings and putting onlays where other dentists say must have crowns and maybe root canal. The problem with this dentist however, is she cannot seem to numb me enough. Every time I have her do a procedure, no matter how many shots she gives me (last time I believe it was three or four) I am never completely numb and have to tolerate some pain. I do not have this problem with other dentists. She claims I have liver issues taking a long time to process chemicals but if that were true, I would feel the same with other dentists and I don’t. What could possibly be going on here?

It might be that the local anaesthetic she uses, is adrenaline free or not as strong as the local used by the other dentists. Some injections or nerve blocks are also more technique sensitive, and might require more than one ampule. There are newer local anaesthetics on the market, such as Articaine 4%, which is long lasting and quite effective.
