Bone spur after extraction of molar

I have a sharp bone spur in my gum, after having a molar extracted a few months ago. My dentist tells me he needs to cut open the gum and shave down the bone spur. My question is this: should this corrective procedure be included as part of the original charge, or should it be a new charge?
